I think the truth of the matter is somewhere in-between. For some in the party, sure, it's just a carrot to dangle out there. For others, they genuinely believe it's their obligation to use their position in government to ban abortion. There are plenty of Rick Santorums out there. If you ever have a chance to hear him speak, especially at a private event, you'll see his 'mission' is for real.

My mother thinks it's all business. Trump has gotten shit for years for using Chinese steel instead of supporting the U.S. steel industry on his construction projects. In some article she read (she doesn't do the internet, so it was the NY Times, Times, or some such) that there is a "less bad", which he might perceive as "good", perception on using Russian steel. This was based on his odd support of Putin during his campaign which still seems like he didn't plan on winning. Now, however, he's not directly in a position to take advantage of whatever goodwill he engendered. Of course his sons can and likely will.
But now, it does seem as though it's changed and he wants to be buddy buddy with a bad man. Make no mistake, Putin is not a good man.
