I guess that is a first step, but a huge problem is finding a provider to take your out of state insurance. I bet many providers, wouldn't be participating with them, so they may not even file your claim, which would make you pay up front and then submit to insurance for reimbursement. I guess that would work for some, but this is targeting low income folks who don't have a snowball's chance in hell to front a bill to a doctor's office.

I’ve been using out of state BCBS PPO plans for over a decade without much trouble, because they’re fairly common and generic. I think this is because it’s common for a business with one huge office and lots of smaller ones to insure everybody on the big plan.

The real problem with Alexander’s plan is that it removes the fine for not having insurance. Which means there will be no incentive for healthy people to have insurance. Just wait until you need insurance and buy it then. So all those millennials working as freelancers or in crap jobs without insurance can just drop out of the system, causing premiums to explode for everyone else. Which I think is probably the point of this—it’s speeding up the time bomb Obama set with Obamacare to ensure the GOP gets to pick the replacement.

So it removes the penalty if you have no options on the exchange and receive federal subsidies. So in other words, if you are poor and have no options, not if you just don't feel like it.

Yes, some companies sell in multiple states, so it is easier to use yours from another state. When I moved to VA from Florida and was still on my wife's company's Florida plan, it was a pain in the ass to find a doctor. Luckily, I was able to put off most of my visits until the rest of the family moved up and we got on our new insurance.
