No, he isn't really, but it was a meme-like thing on the interwebs once upon a time, when peurility was King. It's kind of funny that people used to see that and either laugh or just not think much about it. It's like watching an old TV show or movie when someone lights up a cigarette indoors. You cock your head to the side and say, "Dude, that's rude as Hell." If you watch old Match Game 75 reruns, sometimes you can see the smoke wisping up from Richard Dawson's ashtray.

A friend of mine, back when super-polite people would ask, "Do you mind if I smoke?" used to answer, "I wouldn't care if you burst into flames."
