Sorta but not really...From what I understand it really depends on the community and how MOW is funded. Nationally, typically ~85% of their budget is private funding but some community MOW programs and their like do rely on the CDBG funding, especially the matching aspect that facilitates private fund raising.

However, the more important take-away is what type of things are funded by CDBG? The majority goes to providing housing to low income residents but there are a host of beneficial services and efforts that receive direct and matching funding from CDBG in both urban and rural communities. Cutting CDBG program out also cuts the matching funds they motivate so it's an even larger impact than the Federal budget number.

I think most people would agree these are some pretty beneficial social services for low income & impoverished people and this move is going to send a lot of agencies & NPOs scrambling to replace funding if they want to continue providing these services. Edit: The debate should be about are CDBGs the most effective way to fund these services but we're not going to have that; we're just going to cut it.

i like this guy. maybe some DNC folks should start talking to him about 2020. stands up and tell it like it is.
