I just watched the Super Bowl halftime show the other day. Personal favorite of the two was Shakira, though Jlo might be the better dancer of the two technically. For guys I'll say Bruno Mars seems to be able to cop anyone's game.
 
Right now it is definitely FKA Twigs. She was in this Apple commercial before she got big as a singer.



But her own music is like experimental pop that only she seems to know how to actually dance to. And she brings out swords and shit on stage. Her music itself is a favorite among critics so it's not like she relies on just dancing, but also has a great voice and musical concepts.

As well as her great dancing, I also very much enjoy Shakira's lyric writing. She's up there with Jus Oborn of Electric Wizard at the top of my musical wordsmiths list. My two favorite Shakira lyrics are:

"Lucky that my breasts are small and humble/so you don't confuse them with mountains" ('Whenever, Wherever')

and

"For you I would sell everything I own and move to a communist country. If you came with me of course!" ('Don't Bother')

I actually liked the lyrics of a few of her earlier hits as well.
 
She seems to have gotten bullied for her dancing on social media. Then had some sort of break down. And then took a lot of classes for her next era of music.
Which is a shame because I like her voice and swagger for what she does. Everyone makes it a contest of dancing and vocal range. It's why we get cookie cutter artists.
