So what should I do in Paris?

I know this isn't a "things to do " per se,but you will be treated much better if you don't dress like what the Europeans view as a "typical american" leave your jeans, ballcaps,Tshirts and casual shoes at home and wear collared shirts, dress pants and leather shoes. Europe is much more formal than the US in both manners and dress.
Also DON'T TIP. Many Europeans will either laugh at you( they will still take the tip but laugh at you) or get insulted and hand it back to you. I tipped a Bartender in England a few years ago and you'd have thought I had insulted his mother.

Long before we had them here, I first saw day glow sneakers in Paris. Went to an EDM nightclub in Paris one night with a collared short sleeve shirt and I was the most overdressed person in the club. Young men all wear t shirts and jeans in Paris dance clubs when I've been there (the world is always changing so who knows now). Maybe a scarf and t-shirt. But yes, eating at a rated restaurant requires a sport coat.

that's not much time.

London is enormous. The Eurostar station is St Pancras, yes? so you start there and have to be back by 630 or so for the train.

if you're thinking of the Globe (I've only seen the outside) you may want to go there first and work your way back. it's south of the river and not all that easy to get to. and for some reason I'm thinking you need to be on a tour to go inside. you may want to check times and closest tube stops. from St Pancras, if everything is running OK, it'll take 30-45 minutes to get south of the river. if you're there at noon and are there for two hours it'll be 3 before you're back to Central London.

Going to the Tower might be an option since you'll be down that way.

The British will easily absorb 2-3 hours of time. It is awesome. The Museum Pub across the street is a nice place for a pint, altho a bit full of tourists given its location.

from there you can walk to St Pancras in 30, an hour with a stop for a pint. you will easily find a spot on the way.

Just to add a bit more detail to this. From St Pancras get the Northern line going south to London Bridge. Will only take 20 minutes. Come out onto the bridge and from there you will get a good view of Tower Bridge and The Shard. Then head down to the river on the south side and start walking west. You'll hit the Globe in a few minutes. I believe you need to book tickets for a performance to go inside, you should check. If you do that will obviously eat a lot of time.

From there you can walk west along the river all the way to Westminster Bridge. You will see lots of cool shit along the way. Takes about an hour or two, depending on how much time you stop to gawp at stuff :), plus any food and drink stops along the way. Cross the bridge and past Parliament and walk up Whitehall to Trafalgar Square, then up Charing Cross Road till you get to Shaftesbury Avenue and follow that to the end, it bring you right to the British Museum. That will take another hour. Then you can spend time there until you need to get back. Its about a 20 minute walk to St Pancras but you could get a black cab for fun.

BTW, you just need to lose the baseball cap and NFL shirt to look less like a typical American tourist. Oh, and the moustache, definitely lose that. Number one way to spot Americans in Europe, they have moustaches :)

Unless you also have a beard (and an undercut).
