Dogue in teh desert

So I just got back from taking my dog on his walk. We go early and it's dark this time of year. I was walking him through a nearby business complex and occasionally there will be some activity there, parking lot sweeper, homeless guy passed out , etc. Today though a car pulled in and stopped and their lights were right on me. They just stopped , didn't pull into a park slot or anything, just sat there with their lights on me. My thought was it was some security patrol. This irked me so I stared at it ( it was like the scene in the movie Christine) I made a 90 degree change in direction and then the lights followed me (they finally turned into a parking slot) so I headed towards them ( was going to have a word with the potential security guard). It turned out to be an older Germanic woman (why is it allways the Germans) who apologized for "scaring me" and I told her "well yeah I don't like people fixing their lights on me" then she started talking nice dog talk to my dog so I turned around and walked away. I think she was the H&R Block shop owner in retrospect.
My question is if this situation happens again in the future should I just continue walking and pay no mind ( maybe it is a security guard and then he chases me down and tazers my dog) or maybe it's a psycho looking to slash me....or should I withdrawl from my pocket my "mini tactical" flashlight which has a 900 lumen " turbo mode" and also a 300 or so strobe light ( for signaling or to disorienting potential human or non human threat) and shine it at them.

imoji for what I deemed was a post that didn't fit the OP's criteria. Should I not have done that? I felt like an asshole after I hit send. This was not the first time I've experienced such feelings.
