Apparently novelty licence plates aren't a thing anymore?

I just got an old fleet truck in all white, so I thought I could dress it up with a novelty licence plate since it's the first vehicle I've ever had with a front licence plate mount. My family was in Pigeon Forge last week, the tackiest of all tourist traps, and I found a total of about 5 licence plates, and they weren't even funny--stars and bars, don't tread on me, built Ford tough, and a couple others. Not even a gas, grass, or ass tag to be found. Apparently another lost American art form.
 
In one of the 22 US states that don't require one. I had never heard of them being required, as this is the only state I've owned a car in, so I looked up the stats. Apparently Utah just quit requiring them.
 
Wow! Where do you live that your state doesn't require a front license plate?
Well here in Cali, they are supposed to be required but I'm pretty sure about 90% of the Teslas don't have one or even an apparent place to mount one (no sign of where screws would go). :shrug:
 
To clarify, a *vanity plate* is when you customize what is on your legal car tags for an upcharge at the secretary of state. A *novelty plate* goes on your front number and has a bumper-sticker level statement on it--"this machine eats Chevy's and s#its Fords" or "badass ladies don't drive Mercedes". They don't have to be car themed even though my two examples are.
