The way it looks, this is simply another gimmic to try to increase mens stamina.

One of my students (who is a Surgeon) gave me one a few months ago..he had some wrist issues and the physical therapist had him use it and he liked it so much he got me one.

I'm leery of any kind of "hand exerciser" because most of them just damage guitarists but I ran across it yesterday in my office and got curious. Its supposed to help with flexibility in your wrist flexors and that's something that caught my eye.

The doofus in the video is going to need someone else to take care of his "private time" in a few years, though at the rate he's going :embarrassed:
 
I used to have one of those, but it didn't have the RPM readout on it. It's actually a great wrist/forearm exerciser. The guy in the vid must have steel cables for tendons. My arms would be on fire after keeping that speed up for that long.

It's easiest to start it by quickly running it down the top of your leg or across an upholstered surface. Then you have to get into an even circular motion with the wrist to get the gyro action working.

If I remember correctly, no.
The circular motion is to get the other axis to spin, not the axis of the wheel you've already begun spinning on your leg/couch/carpet/etc.
