Not a strut type suspension. You can see the lower mount and bottom end of the shock absorber (which is actually a complete misnomer as they do not in fact absorb shock, but rather are there specifically to dampen and limit the coil or leaf spring that would otherwise effectively never stop 'springing' on it's own, and would make for a nausea inducing experience worse than any boat ride) further inward.

My guess is that this is an attempt to mitigate the effects of a thoroughly worn out coil spring that was sagging. It's a shockingly unkown fact to most people that the spring is not just a spring, it determines the ride height of the vehicle. A badly worn spring leaves the portion of the vehicle it's mounted to sagging lower than it should sit.

Then again, it could also be a hillbilly solution to a blown shock. Either way, that many tennis balls cost more than a basic gas shock or stock spring from AutoZone, and it was probably much more difficult to stuff them in there than to replace a simple shock or spring.

The parking lot in front of the headquarters of the Monumental Assholes' Club.
Or there was snow on the pavement, one car parked is a spot thought to be in the lines.
The other cars parked at a normal distance from the car next to it creating it's own parking spot.
