That's some huge gauge wire. Google image search doesn't show anything, I'm just curious WTF it is. Maybe just made for the purpose of the picture, but who knows.

Looks like something in a basement / garage tinkerer's lab.

I'm guessing low voltage DC power supply. I used to work on a 5vdc 80Amp p/s that was similar.
