The outfit is because the album title is WROC, which stands for Washington's Rules of Civility, and all of the songs are based on those rules.

Fun fact: He lives in Portland and seems to regularly go to a boutiquey high-end guitar shop, not too far from me.
I've never run into him cause that place is way over my budget and not one of those general hang around and play stuff places if you're not a potential buyer.
