Probably all year around. I remember living in south Texas and there only a few weeks per year that were too cold for that. In the summer, folks tended to wear as little clothing as possible. That's a bit of a double-edged sword, depending on the wearer.

One time when in the USAF I went TDY to Las Vegas, we stayed at a fairly nice hotel about a block from the Hard Rock cafe. It had a nice pool and hot tub area, and we would lay around the pool after working all day.
Anyways, a couple of really cute/hot gals were there for a couple of days. A tiny petite blonde and an older (maybe late 30's at the time) redhead that was built like a high-end stripper (because she was)...stacked, ultra-toned body, somewhat bad tan. Me and another guy talked to them quite a bit and ended up going out with them for a night on the town.
The little blonde wore a short sun dress that kept blowing up around her waist the whole night when we would go outside the various casinos, as the wind was blowing pretty strong that night. Just think of Marilyn Monroe and the air vent/dress scene, except with a short sun dress involved

I seem to remember a European-style public pool there, where the tops were optional. Wonder if that is still a thing...?
