Yeah, I'm no expert but I'm kind of thinking that leaving your boss a note saying "you are the most inconsiderate person I've ever met" is probably not too good of an idea.

You have to say it politely. 
If I'm working in such a hostile environment that I can't tell a person in a respectful manner that their behavior is unacceptable it sounds like I'm stuck in a shitty job and need to find somewhere else where communication is valued, no matter whether it's positive or negative subject matter.
