Effect can be used as a verb, as in to effect change. It means to initiate.One is a noun and one is a verb. Once you realize that, it's pretty easy to distinguish how and when to use them. I guess they're just handing out PhDs nowadays.
Fair enough, but that is much less common. In fact, that is probably only case where "effect" would be used as a verb, and if you wrote "affect" instead, most folks would not notice the difference.
