Plastic bags are a unique case due to their flimsiness. As 335Clone said, they have a strong tendency to blow away from landfills and end up in water systems. Also, they're really difficult to recycle because they tend to jam the gears of the conveyor belts in the recycling plants. Most of the other items in that list are hard plastic and both can easily be recycled and also tend to stay put if they're landfilled.
