My guess is someone either repaired or changed the switch at some point, and maybe lost or broke the switch plate, and decided the grommet would be a good idea :shrug:
 
I feel like I've seen that style switch mounting before.

no, i think it's stock. my 175 has the toggle mounted in a rubber grommet and it's original, circa 1970. i've seen tons of them like that.

Maybe to keep the switch noise from being audible by vibrating the top?

exactly.....if it was hard mounted, when you would change the switch, you would hear an audible click BECAUSE of the hollow nature.
remember, guitars like the 335 (and relatives) have a solid block of wood thru the center, that the pickups are mounted into, which isolates them somewhat from the wings, so those switches are mounted directly to the top.

if you've ever played a Gretsch 6120 (Nashville)....those switches are mounted hard to the top, and when you switch them with the volume on....you do hear a click coming from the amp.
