I'm not defending the pic-takers, but I can kinda see how it was... trapped on the overpass, frustrated, time to kill - it might have seemed like wry humor to them at the time.
 
The selfie bullshit is absurd, but they certainly didn't create the situation. They were probably trying to think of ways to not lose their shit because this guy shut down the entire highway, in LA, during rush hour.

No question that it's soooo L.A. I did see that it also happened in NYC, so it's not limited to L.A.
