I don't recognize the guy in the picture, but Oak Hill is a pretty small town. Granted, I haven't spent much time there the past 20 years, but it wouldn't surprise me at all if I didn't either know the guy, know of the guy, or know people who know the guy.

@SVH917 still lives in Oak Hill. He probably knows the guy.
