the camera on my iPhone 4 kinda sucks but the one on my wifes iPhone 4s is WAY better.

If you have a habit of beating the shit out of your phone using a sledgehammer, yes an Otterbox would be perfect. I've got an Incipio case on mine and it's great. And doesn't turn the iPhone into a brick of a phone.

My iPhone4 can produce decent shots but it's not a very fast camera, like, if a UFO flew by by the time it finished loading and gyrating the UFO would be gone and it's not super great for really dim shots but it does the job.

I've noticed the same thing, Mark - low light pictures with even the 4s suck. Although, I'm finding low light pictures with *anything* are going to have some form of noise. But if I've got decent light or better, the phone is nearly as good as a dedicated point & shoot.
