I've been thinking of getting a baritone uke.. but can a standard tenor uke not be tuned DGBE?

It can be. If you're aiming to tune it like a baritone, without a re-entrant tuning, you may have to do some creative string size selecting to get something tuned that low.

Is this a first uke or are you branching out? It's a matter of personal preference, but baritones and tenors aren't very uke-y in my opinion.

First uke.. I was just looking at a mandolin and thought about getting the Rogue mandolin; saw there was a kit with a uke. It's actually a soprano uke now that I look back at the package. Thought it might could be tuned like a baritone....

Well, size-wise, the soprano is at the other end of the scale from the baritone, so tuning it the same probably wouldn't work so well. But if you don't like the re-entrant tuning, you can replace that octave g string with a non-octave one. It'll be like a baritone, capoed at the 5th fret. Kind of.

A Rogue uke is kind of meh, though. You'll probably end up with a bad impression of ukes from this thing.
